吳敦義缺乏中央歷練，對財經、兩岸、科技、國際外交各方面的認識水平令人擔心，他精於幕後政治操作，但閣揆必須開大門走大路，過去那一套步數，政府部門沒有多少發揮餘地。與民進黨關係可能惡化，與立法院關係不會更好，雖然地方首長出任閣揆，對國民黨傳統是一種突破。但是，無論怎麼看，新內閣還是凶多吉少。
